Our latest update on the Commercial Auto Insurance marketplace examines activity during April 2025. As we note in each of our reports, this analysis is based upon data provided by the Commonwealth Automobile Reinsurers (CAR).
For readers who may be unfamiliar with CAR, the authority serves as the official statistical agent for motor vehicle insurance in Massachusetts, collecting and maintaining data for the Commonwealth’s motor vehicle insurance industry.

The following insights come from a simple comparison of April 2025 market share data with April 2024 market share data for the commercial auto insurance marketplace. This is simply to spur discussion and for purposes of showing movements and potential trends as we head into the second half of the year.
Safety Surpasses Commerce as Market Leader
- Safety Insurance increased premiums by $5.96 million (from $56.7M to $62.6M), raising its market share from 13.35% to 13.59%, from April 2024 to April 2025. In comparison of year over year data, Commerce premiums dropped during the same timeframe from 14.63% to 12.67% despite a nominal decline of only $3.7M in premiums.
Overall Market Expansion
Looking at the entire commercial auto insurance marketplaces trajectory from April 2024 to April 2025, total reported premiums rose from $424.6 million as of April 2024 to $460.8 million as of April 2025, an increase of $36.2 million, or approximately 8.5% year-over-year.
This broader market growth diluted some carriers’ market share despite rising absolute premium totals (e.g., Progressive and Travelers grew in premiums but declined or stayed nearly flat in share).
Arbella Shows Strong Organic Growth
Looking at this specific timeframe, Arbella Insurance grew from $46.0M to $52.6M, gaining $6.5M in premiums and increasing market share from 10.84% to 11.41%. While the Quincy-based insurer remains the third largest commercial auto insurer int he Commonwealth, it could be argued that it is narrowing the gap with Commerce by apprearing to grow at a faster clip than both Safety and Commerce.
Emerging Gains in Mid-Tier Carriers
Several regional or specialty carriers had significant gains in premium volume, year-over-year including:
- Plymouth Rock: Up from $19.3M to $22.7M, growing its market share from 4.54% as of April 2024 to 4.92% as of April 2025
- Zurich: Grew from $11.75M to $14.44M, improving its market share from 2.77% to 3.13%.
- Selective Insurance: Increased from $10.75M to $12.25M, a rise of 14%.
New Market Dynamics: Consolidation at the Top, Fragmentation Below
- The top five carriers in 2025 account for 55.93% of the market, down from 56.52% in 2024.
- More than 20 carriers each have less than 1% market share in 2025, indicating sustained fragmentation in the lower tiers of the commercial lines market.
- Some lower-ranked companies like Old Republic, GEICO, and Quincy Mutual posted strong year-over-year gains, possibily indicating targeted expansion.
